Special counsel Jack Smith has obtained a 2021 recording in which Donald Trump appears to brag about having a classified document related to Iran, suggesting the former president understood both the legal and security concerns around his possession of such restricted information, people familiar with the matter said Wednesday.
The recording was made at a meeting at Trump’s golf course in Bedminster, N.J., said the people, who spoke on the condition of anonymity to discuss an ongoing criminal investigation. It features Trump describing a multi-page document that he claims is about possibly attacking Iran, expressing a desire to share that information with others but also making some kind of acknowledgment that he shouldn’t do so.
The existence of the recording was first reported by CNN. It has not been made public, and the people familiar with it would not describe Trump’s statements verbatim. But for Justice Department prosecutors examining Trump’s possible mishandling of classified documents after leaving the White House, the audio could be important evidence about Trump’s state of mind and his understanding of the rules about classified information — and it might show the path of certain sensitive documents once they left the White House.

For the Justice Department, evidence that Trump knew he had classified material, and understood the restrictions on sharing it, would be an important part of any charging decision.
A spokesman for Smith declined to comment. A Trump spokesperson replied to an email seeking comment by decrying leaks about the investigation, which he said “are designed to inflame tensions and continue the media’s harassment of President Trump and his supporters. It’s just more proof that when it comes to President Trump, there are absolutely no depths to which they will not sink as they pursue their witch hunts.”
In a section of his book, “The Chief’s Chief,” Trump’s former chief of staff, Mark Meadows, appears to describe the meeting where the recording obtained by the Justice Department was made.
The book mentions a document that Trump tries to link to a frequent target of his ire at the time, Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff. Meadows describes a scene at Bedminster in which a relaxed, post-presidency Trump expounds on how he is waiting to re-engage with politics at a time of his choosing.
“The boss leans back in his chair, dressed in a sport coat and a crisp white shirt that’s open at the neck. He looks at least twenty pounds lighter than he was in office,” Meadows’s book says. “The president recalls a four-page report typed up by Mark Milley himself. It contains the general’s own plan to attack Iran, deploying massive numbers of troops, something he urged President Trump to do more than once during his presidency. President Trump denied those requests every time.”
At that time, Trump complained frequently about Milley, a reaction to anecdotes in books and news articles that cast Trump in a bad light and described Milley as defending democracy from the then-president’s darker impulses.
Representatives for Milley did not immediately respond to requests for comment. A lawyer for Meadows declined to comment. People familiar with the investigation say prosecutors have repeatedly asked witnesses about any comments Trump made about Milley.
The strange legal and national security saga of how hundreds of classified documents followed Trump to Florida after he left the White House began in 2020, when the National Archives and Records Administration began seeking the return of what it suspected were presidential records – historical documents that are government property.
After months of back-and-forth, 15 boxes of papers from Mar-a-Lago were returned in early 2022. When archives officials opened the boxes, they found more than 100 classified documents scattered among the various items.
That led to questions about whether Trump had more classified papers at his Florida home. Served with the grand jury subpoena in the spring, Trump’s lawyers handed over an additional 38 classified documents in a sealed envelope last June. But FBI agents later obtained evidence suggesting that Trump was holding onto even more documents, leading them to obtain a court order for an Aug. 8 search of the property in which agents found more than 100 classified documents.
In November, after Trump launched another bid for the White House, Attorney General Merrick Garland appointed Smith to lead the documents investigation, along with a more sprawling investigation into efforts to block the 2020 election results and events surrounding the Jan. 6, 2021, riot at the U.S. Capitol.
Trump’s attorneys have taken steps in recent weeks in the documents case — including outlining his potential defense to members of Congress and seeking a meeting with the attorney general — that suggest they believe a charging decision is getting closer.
Over the past week, The Post has reported that investigators have video footage and other evidence that shows two Trump employees at Mar-a-Lago moved boxes of documents into a storage area just before Justice Department officials came to retrieve material in response to the subpoena, and that one of the employees later asked how long material captured by surveillance cameras at the property was kept before being erased.

My best friend passed away a couple weeks ago. The night after, I bought into a couple of breaks that were slightly out of my budget. I had the 6ers and the Bucks, and other than a few mosaic red waves, I had absolutely zero hits. To say I felt disappointed was an under statement. Well unbeknownst to me, this breaker had two “straight heat” mystery boxes or repacks if you will. One of them was this Wilt.

Coming face to face with people in suits always makes me hyper-aware of how badly I dress. Since I knew I was going to meet up with Mary Markov today, I intentionally put some more effort into my appearance. I picked out a pressed shirt to wear over my leggings. Since it was far too big for me, I threw my wide yellow belt into the mix. Thus satisfied, I called up Elijah Carter and asked whether he wanted to come along. He agreed readily enough so I had him pick me up and drive us over to Mary's office. It was nowhere near the hospital and not in the vicinity of her news channel headquarters either. It was located in a slate gray concrete building that was quite confusing to look at.
No outside observer could have mistaken it for a residential house, for there was hardly a less homely or comfortable place imaginable. It was utterly repellent in its rough, dreary nature. It couldn't have belonged to some kind of business either, though. There were no marked parking spaces for employees, no signs or advertisements. Altogether, it reminded me of something out of a cheap or unfinished video game.
"Sketchy," Eli remarked, eyeing the slab of concrete with a similar lack of enthusiasm. "Looks almost abandoned. How weirdly fitting for a semi-secret government operation."
I nodded. The warm air had taken me by surprise and I found the weight of my jacket suffocating, so I took it off to leave in the car. "What is it?" I asked, noticing the way Elijah squinted at my outfit.
"What are you wearing?"
"Clothes."
"You don't say." He snorted. "Looking kinda funny there, Shirley."
"I look professional," I corrected him.
"I suppose." He grinned to himself. "Depends on the profession, though."
We rang the bell and a highly official-looking security guard let us in through the heavy double doors after confirming that Mary Markov was expecting us. He gave the necessary directions, sending us down several flights of stairs. The better part of the building was in fact underground, like with an iceberg. Eli made a remark about how it'd be safer if outsiders weren’t allowed to roam the place by themselves. It seems to be a habit of his to vaguely analyze and point out flaws in the structures of government institutions. Then again, maybe it's just flaws in general he's fascinated with.
Upon arriving outside Mary's office, we were called inside to find her sitting behind her desk. She lifted her head, giving us a polite, if cold, smile. "Good morning. You're on time. Wonderful."
"Would you please give me an honest appraisal of my outfit?" I asked.
The newsreader frowned in confusion, her eyes briefly roaming my form. "You put effort into your appearance today," she concluded. "It's appreciated."
"Wait, what do you mean today?" I inquired.
"Note also how she did not actually answer your question," Elijah added.
I huffed, flinging myself into one of the chairs in front of Mary's desk. Eli sat down beside me, folding his hands in his lap and leaning back. "Thanks for letting me come with Shirley," he told her.
"Naturally. I assume you're her emotional support human." Mary Markov's lips curled slightly. "At any rate, you had contact with the Collective yourself, so this does concern you. As far as I'm concerned, it can't hurt having an ex-cop in the mix, anyways. Despite the regrettable reasons you had for leaving the force."
Elijah's brows lowered, the muscle in his pronounced jaw twitching. "How do you know about that?"
Mary looked innocent. "It's very important that I'm fully informed, of course. Don't worry. We don't need to go into it, and I don't judge you, either. The effect the incident at that highschool had on you is completely understandable."
"I didn't ask for your assessment." My friend's voice had sharpened. "Can we move on from this?"
"Of course." If the sudden shift in tone had rattled the agent, she wasn't letting it on. Sifting through the neat stack of papers on her desk, she pulled out a thin brown file which she slid over to me. "Miss Shirley, you remember the female member of the Collective we took into custody? She has already been questioned by the local police. Unfortunately, I don't have the authority to lead such an interrogation, but I was present for it and I want you to have this transcript."
I perked up and began leafing through the folder.
"You may take that with you to read in peace," Mary told me. "But don't expect too much, lest you'll be sorely disappointed. The girl hardly said anything at all. The most helpful information she gave us was a name she kept referencing. Jewel. At first, we thought it was a sort of code word, but it seems to be what the other person she was with calls themself."
“Jewel,” I echoed.
“Sadly enough, that’s all we have. We’ve never provided our services to anyone of their physical description. There are a couple clues, but they don’t amount to anything helpful. There’s the fact that you met them at a convenience store with relatively high prices. Maybe I’m just grasping at straws, but that could indicate a cushy financial situation. On top of that, the store is rather far away from here, so they might be an out-of-towner. They also might be able to influence the way others perceive them, considering the way they seemed to hypnotize you in the woods merely by holding eye contact.”
“How come they couldn’t do anything to Frank Preston?”
Mary Markov twinkled at me. “They couldn’t? Huh. That rather intrigues the philosopher in me. Jewel works through eye contact and it is said that the eyes are the window to the soul.” She cocked her head at me.
“Are you saying Blondie doesn’t have a soul?” Eli asked, raising a skeptical brow. “Is this one of those Plato-Schopenhauer-whatevers?”
The newsreader shrugged artfully, watching my reaction. “We could discuss this for hours on end. I only meant to draw attention to the implied distinction between an organically born entity and a being who was originally an inanimate object.”
“I beg your pardon?” I said slowly.
“Oh, nevermind; that’s neither here nor there.” Her tone told me that she did, in fact, consider it to be both here and there. Not wanting to go further into this with her, I made a mental note to ask Frankie later.
“There’s more,” I added, trying to gently prepare her for what I was about to say. “I want to get Kit Sutton back.”
Mary’s lips thinned. “Excuse me?”
“I don’t mean for the town to get flooded in the process. I think we can find a solution to help her, if we work together. I’m convinced we can figure something out, but I don’t believe in abandoning her anymore. Which is essentially what we’re doing if we leave her to her fate.”
“You do realize what you’re asking of me? Your former roommate isn’t some kind of minor water spirit. Her father appears to hold tremendous power over the seas, or at the very least our part of it. He has countless similarly dangerous individuals at his service so he might be considered a ruler of sorts, if not a deity.”
“So Kit’s the little mermaid, basically?” Elijah asked, equal parts joking and genuinely intrigued.
Mary grinned an actual, amused grin. “I must ask you to take this seriously, Mr Carter.”
“I am!” he chuckled, raising his hands. “I swear.”
“Anyways, Miss Shirley, the point you make is an individualistic one, but I see why you’re invested in the girl’s fate. I want to help, I do… But we need to proceed with caution. If you can suggest to me some kind of sensible approach, then I’ll do what I can. That’s all the promises I can make at the moment.”
I thanked her and got up, Eli following me as I headed for the door. “Miss Shirley,” Mary called out and I stopped, turning back around to face her. “If you like my style, we could perhaps meet up to go shopping sometime? I could show you some quality stores. It wouldn’t be anytime soon since I’m currently swamped, but I figure—well, just in case you might like to.”
I nodded. “That sounds pleasant enough.”
She smiled brightly and waved us out the door. “Excellent. I’ll be in touch.”
Back inside the car, I tossed the file onto the backseat to read later. “Would you like to go to the beach?” I suggested.

He looked commendably calm, simply turning on the torch and entering alongside me.

"I'm not repeating your mistakes," he replied gamely. "What do you think? This oughta be connected to the ocean somehow." He let the beam of the torch roam the mirror-like surface of the lake. It seemed almost deceptively quiet. My eyes followed the lengthy stone ledge. Eli stepped close, and after receiving a nod of approval, he grabbed me around the waist and hoisted me onto the rocky protrusion. I straightened up, instantly pressing my back against the wall. A wave of nausea hit me as I glanced at the water below. "Chill," Elijah muttered, climbing after me with ease. "Nothing will happen. You're not gonna fall."
I merely shook my head. "You didn't see what's down there."
"And I won't, because we'll be careful," he answered steadfastly.
I started walking, the warm light of the torch upon my back, illuminating the path ahead. The shelf narrowed as we reached the end. I swiftly clambered down, relieved to place my feet on wider, solid ground once more. Now looking over the lake from the other side, it had an entirely different feel to it. It seemed darker somehow, but also less big—I attributed it to the change in perspective. We were standing in a cramped little nook with two passageways leading off into separate directions behind us. Elijah Carter eyed them pensively. “Which do you reckon?”
I pursed my lips. “The right one. Because it’s right.”
“Makes sense.”
We proceeded into the passage, the tight space pushing us closer together. He had to duck his head, uncomfortably hunching his shoulders, and for once, I was grateful for my own short stature. The corridor seemed to go on forever. The darkness and silence created a feel of unnatural solitude, and for more than once, I got the distinct impression that I must have jumped dimensions again. His palm came to rest on my shoulder, his thumb digging into one of the tense, painfully rigid muscles of my upper back, forcing it to soften. “Good?”

This caused my resolve to falter. “Maybe we should turn around after all,” I said quietly. “Who knows how much longer—”
“Look.”
I perked up. Before us, the tunnel grew wider, opening into a large, spacious room. We picked up our pace, tackling the remaining distance in a light jog, and finally found ourselves standing in another hall. The beam of light traveled the floor and high walls, revealing a sight that took our breath away. We were standing in front of another lake, only slightly smaller than the last. The water glittered in violet hues and strange, pale plants climbed up the walls, some of them looking rather like starfish. Multiple rocky protrusions formed an almost complete bridge across its middle. With a bit of light climbing, we'd undoubtedly be able to get to the other side. Wordlessly, Elijah Carter swung himself up onto the platform closest to the edge of the water, pulling me up after him. The flashlight switched hands a couple times as we maneuvered ourselves along.
Soon, we reached the middle of the lake. I risked a glance at the water below. All was still and perfectly quiet. Eli was about to take on the next rock when suddenly, I felt something heavy and gooey drip onto my head from above. I flinched, then slowly pointed the torch up to the ceiling. My stomach dropped. My throat had turned paper-dry, and I frantically tugged on Eli’s arm. He tipped his head back, following my pointing finger. His eyes blew wide and his face fell.
There was a creature clinging to the high walls, its pale, enormous body describing a streamline curve as it pressed itself against the hollowed stone. The closest thing I can compare it to would be a sort of olm, except probably a hundred times larger. Its snout looked large enough to swallow either of us whole. It hung open, secreting a thick fluid that slowly dripped down to hit the rocks or create ripples upon the water. Its blind eyes seemed to be trained on us, and I could spot tiny, sharp teeth lining its maw. It wasn’t moving, not even an inch, but somehow, I knew it was aware of us.
I looked up at Elijah, the panic in his eyes mirroring mine. Both of us had freezed up mid-motion, not daring to take another step. My mind was running wild; I was thinking feverishly. We’d have to turn around for sure, but how? The olm was already highly alert, if we were to start scrambling back to solid ground, it would undoubtedly hear us straight away. Eli looked equal parts terrified and furious, and I could tell he was scolding himself for not thinking to check the entirety of the room before proceeding across the lake. I could understand the sentiment, we’d definitely made a grave mistake. I figured it had been the misleading beauty of the cave hall that had taken our edge off. Glancing over into the direction we’d come from, I found myself wishing to be back in the endless dark corridor. The entrance to the passage seemed miles away.
The olm lifted a three-toed foot, shifting its massive form to a lower spot on the wall. It was taking a tentative step towards us, extending its snout as its body bent into our direction. Elijah had grabbed onto my arm, his fingers clamping around it like a vice. He stayed silent and unmoving, but he held my gaze with clear, sharp eyes.
“Don’t move,” I mouthed, and he gave me a curt nod.
Slowly, I reached around to push my shirt out of the way of my unfurling tentacles. Elijah took a quiet step back to make room for my changing form, something of a resolute expression settling on his face. I opened my mouth, relieved when my teeth acted according to my will and elongated. I didn’t know to what extent I would be able to defend against this absolute giant of an amphibian, but at least it would give us a chance. I took a deep breath, trading glances with Eli once more before darting off to the side, bounding onto the platform next to our current one. Elijah followed suit, grabbing onto one of the limbs I extended to him for support. Despite the swiftness of our movements, we were anything but quiet, and the olm reacted in an instant. It slithered down from the wall, sinking into the lake below to make its way to the rocks we were standing on. As we headed for the next stone, it darted out of the water, splashing wildly as its snout breached the surface. Its jaws snapped at us, missing me by a mere foot as I jumped across the gap between the protrusions. Droplets flew as the creature dropped once more, but instead of retreating, it swam around the platform. Its massive, snake-like body was bobbing up and down as it circled us.
“Oh fuck,” Elijah breathed, his chest heaving. “Keep going! Move, move!”
I took a short running start, then flung myself onto the next rock, using my extra limbs to land safely. I then helped him cross again. The olm rose from the depths of the lake once again, and I lashed at it with one of my tentacles, hitting it on the snout and forcing it to dive underwater again. We kept working our way back towards the other side of the lake, slipping and sliding as we went. The water surrounding us seemed to hum with unrestrained energy, the white salamander’s tail whipping up waves and splashing around. We were finally getting close to solid ground again, or at least it looked like we were for a moment. That’s when the creature took a massive leap, draping itself over the final stepping stone, effectively blocking our path.
“Shit,” Eli hissed beside me as we came to a skittering halt.
I’d have to try and fight this thing. There was no way around it now. I clenched my sweat-laced palms into fist, trying to slow my rapid, shallow breaths. I can do this, I said to myself. All I’d have to do is send it back into the lake for long enough so we could run back into the tunnel. There was no way the olm would fit through the passage—once we were in there, we’d be relatively safe. I stared at the dripping, writhing animal; stared at its bared needle teeth, and the less hopeful, more realistic part of my brain told me that I would, indeed, probably not be able to do this. Just as I was contemplating the degree of our screwed-ness, an unseen someone called out from behind us. I didn’t understand a word they were saying, but I recognized the language, and more importantly, the voice.
It was bright as a bell, girlish but with a rough, warm edge. Even before I could turn to face her, I knew who it was.
The gigantic amphibian perked up at the sound, lowering its head and withdrawing into the murky depths with a splash. Elijah Carter let go of a long-held breath, dropping his shoulders before tensing up again, realization setting in. He shot me a look of utter disbelief.
“Wow,” the newcomer spoke up again, this time not in the tongue of the deep ones. “You two have to be actually crazy or something to show up here.”

Speculators have been building up a “historically massive” short position in U.S. Treasury futures ahead of what could be $1 trillion of new debt issuance on the heels of a debt-ceiling resolution, according to Macquarie’s sales and trading global macro strategy desk.
Bond speculators have been taking up a large number of short positions in 2-year, 5-year and 10-year Treasury futures TY00, -0.05% (see chart), according to the Macquarie team, which pinpointed the combined tally of contracts at nearly 3 million as of late May, or the most since 2000.

The buildup matters because much of Wall Street has been focused on the brief spike in yields on some Treasury bills due in early June to above 7%, or climbing U.S. sovereign CDS spreads as the U.S. teetered toward the brink of a default.
But Macquarie’s team thinks the more important development tied to the debt-ceiling fight has been the significant number of wagers in Treasury futures in the past three weeks.
A look at Commodity Futures Trading Commission data shows an explosion of speculation taking hold in Treasury futures, which Macquarie’s team led by Thierry Wizman pegged as the biggest buildup in short interest in 10-year Treasury futures since 2000. So has been the combined short interest in 2-year, 5-year and 10-year futures.
Short bets are a wager that prices for a stock or bond will fall. Since bond prices and yields move in the opposite direction, fixed-income speculators would be focused on the potential for yields to climb when new Treasury supply outstrips demand.
The Macquarie team said the heavy positioning likely reflect traders “attempting to hedge away or sidestep the inevitable issuance of new bonds,” in a Wednesday trading desk note.
Positioning for a flood
Like others on Wall Street, Macquarie’s team expects heavy U.S. Treasury issuance of $500 billion to $1 trillion over the next few weeks or months, once the debt-limit deal is written into law.
“Markets are trying to get ahead of that as much a s possible,” said George Catrambone, head of fixed income and head of trading at DWS Group, in a phone interview Wednesday, adding that some investors are factoring in higher Treasury yields.
“But I don’t think anyone is quite sure where the demand is going to be,” he said.
Catrambone also said it’s hard to pin any single rationale to open futures contracts. He pointed to other “crosscurrents” at play in markets, including that Congress still has yet to do its part to increase the debt-ceiling.
Investors also aren’t clear on the path lower for inflation to the Federal Reserve’s 2% annual target, he said, or about the mixed signals from Federal Reserve officials on if there will be another rate hike in June, or a pause.
What’s more, the Treasury might consider getting creative to keep markets on an even keel, including by issuing 5-month bills or other maturities that suit investor needs, Catrambone said.
How it could backfire
Wizman’s team at Macquarie thinks there’s potential for short positions in Treasury futures to backfire if a flood of issuance from a debt-ceiling increase doesn’t cause Treasury yields to rise.
They pointed out that the 10-year Treasury yield TMUBMUSD10Y, 3.647% climbed to about 3.8% in late May from about 3.4% over the past two weeks.
Given the climb, “we’re not convinced that yields can rise further into the issuance of new bonds,” the team said. They also expect “pent-up demand” for Treasury debt to keep yields in check, given the lack of new supply since the $31.4 trillion debt-limit was breached in January.
“So from a technician’s perspective, that’s a setup for a short squeeze that takes the 10-year and 5-year yields back to around 3.5%, with a little help from somedownbeat U.S. data over the next few weeks.”
Treasury yields were mostly lower Wednesday, as were stocks, with the Dow Jones Industrial Average DJIA, -0.41% down 0.4%, the S&P 500 index SPX, -0.61% off 0.6% and the Nasdaq Composite Index down 0.6%, according to FactSet.
The 10-year Treasury was at 3.636% at the end of May, booking its biggest monthly yield climb since February, according to Dow Jones Market Data.

As an action, the wielder can force an effect from the psychic spine attached to the weapon. These come in a variety of forms:
Hunters Manifestation - Causes a duplicate illusion of the wielder to appear. When an enemy attacks Jaegar, they must roll a D4. On a 1-2, they attack the real Jaegar. On a 3-4, they attack the illusion and destroy it. The D4 is rolled after they make their attack roll. 3 round cooldown.
Chokehold - Can cause a psychic ring to quickly appear near a creatures neck. Creature must make a dodge roll, or have the ring latched around their neck, choking them, causing 8% bludgeoning damage per round and rendering them unable to speak until they make a successful DC15 Strength save to break out of it. 6 round cooldown.
Alpha Predator - As an action, can cause a psychic illusion of fear in a creature the wielder is ‘hunting’. This forces a DC15 Wisdom save, and on a fail, the creature becomes frightened, with disadvantage to attack rolls against the wielder and being unable to willingly move closer, attempting to run away. The creature can attempt to make the save again at the end of their turn. If a creature makes their save, they become immune to Alpha Predator for a day.
Psychic Blast - Can launch a fist shaped blast of psychic energy when the user throws a punch, allowing for either a gauntlet or punch attack to deal an additional 5% psychic damage, or make a ranged attack with their melee bonus. 2 round cooldown.

Part 33 on HFY
I saw the figure on the ridge line to our west. He stood there for just a moment before moving away, back down the other side of the hill. I'm not sure if I imagined what I saw, or if some aspect of my relationship with Sarisa or (more likely) Inanna has made my eyes sharper. I weighed the pros and cons of alerting the others.
Pros: possible warning about a potentially serious situation.
Cons: being embarrassed if I was wrong.
I've basically lived the last six years in a state of perpetual embarrassment anyways, so the cons were basically a wash. I walked back inside, acting as if I hadn't seen a damn thing until the door closed behind me, at which point I rushed down the stairs, past the two hard-looking bearded dudes who could have been Gary's adult kids, if he'd had any and into the bowels of the Agency safehouse.
"Guys, Astoram's here. Or at least, his little cult is. Maybe. I saw one of the greasers just now, watching the safehouse from the ridge west of us."
All eyes turned to me. Sarisa frowned and then added, "Sixteen cult members, at least. They're holed up in the women's high school in Paghman, hosted by a local Taliban commander."
Inanna turned to her in surprise. "That was easy. Have you broken his pall of ignorance?"
"No," Sarisa shook her head and started gathering up supplies and stuffing them into packs. "Local gossip?" I asked and she favored me with a smile, "They do tend to stick out around here, don't they?"
"Well, so do we," Gary added, grabbing an M2010 off the rack and tossing it to me, then slinging his own custom M4 over his shoulder before grabbing a couple of bags and stuffing magazines in them. "We're going after them?" I asked, checking that the weapon was safe and empty, then catching a magazine he tossed me.
"We're going on the roof," Gary responded, "And if we see another, you're taking him down. We can't leave until Sara figures out exactly where we're going, and that seems likely to take a while."
"Won't that let them know we're on to them?" I asked as I loaded the magazine, chambered a round and the re-safed it.
"No," Sarisa answered for Gary, "The locals are quite unhappy about the obvious Americans being here. Someone's already taken a pot-shot at a few of them. They think it's multiple shooters, but it's really one of the guards at the school, shooting at them during his downtime. Achmed is not happy about playing host to the great Satan."
"It wouldn't really matter, anyways," Inanna added, hunching over her hands and frowning in concentration. "They know we're coming, else they wouldn't be here at all. It's probably coincidence that they're this close to us, but I'm not surprised they'd be watching holdover safehouses for us. Astoram could have stuck to locals if he wanted to set up another cult here. The fact that the greasers are here means he's gunning for us."
Gary handed me a plate carrier which I quickly donned and began adjusting the side straps to my slight frame. It took a lot of adjusting. While I did it, I peered over Inanna's shoulder to see what she was doing, but couldn't make it out. After a moment, she beckoned Sarisa over and both of them hunched over her hands. I still couldn't see what they were doing.
I got the carrier cinched down tight. Which was, like, the first time ever. I wondered if this one was a smaller size, but I'd never seen a tag on one, so I didn't know how to check. Gary was already kitted up with his rifle, his own armor and a spotting scope on a tripod. I nodded and he jerked his head towards the door, "Let's go."
"Wait," Inanna said. I turned to her and saw she was holding a tiny little avatar of her own. Unlike Inanna's unbuttoned ACU top and tight jeans, the avatar was wearing some BDSM looking outfit that left nothing to the imagination and was holding a giant rifle that I thought was one of the big .50 caliber ones, but couldn't be sure. The avatar blew me a kiss, gestured at her crotch and then pumped her free fist while thrusting her hips back and forth.
"Uhh," I said, "So she's an avatar of sniping, right?"
"Yup," Inanna confirmed, "With Sarisa's help, of course. She's the one who knows how to make avatars that can pass on knowledge like that."
"So I just eat her, then and I'll be a master sniper?" I asked. The avatar had moved her rifle to between her legs and was grinding on it in a way that would be provocative for a life-sized woman, but looked a little ridiculous.
"Well..."
I met Inanna's eyes and saw a mischievous sparkle there. "Well what?" I asked, my voice full of trepidation.
"You don't eat my avatars, Jerry."
"So what do I do?"
"You fuck them."
I gawked at her. "But she's like five, six inches tall!" I objected, "My... Thing is bigger than that!"
Kathy snorted, "I've seen you naked, dude. Your 'thing' is bigger than my forearm."
"No it's..." I trailed off because, yeah, that was Inanna's latest kink; she'd been making it grow for a couple weeks now, and while a certain part of me really enjoyed using and -total transparency- looking at it, it was becoming a bother.
Look, it's really awkward, alright? It's always in the way, and I don't have any hair on my inner thighs left because I'd taken to taping the damned thing down to keep it out of the way. I could barely even lay on my stomach any more. It's not funny.
My instinctive denial notwithstanding, the point remained. I looked at Inanna with confusion plain on my features. In response, she sat the avatar down on the floor. She grew, but not by much, stopping when she reached about three feet tall.
"Well?" I said, "Why did it stop? Is there some other way?"
The avatar clapped her hands, then shook her head slowly, grinning. She slung the rifle onto her back and then rushed forward and began humping my leg like an excited dog.
"It'll fit," Inanna assured me.
"It'll kill her!" I objected. I shook my leg a bit, trying to get her to stop, but she just reached up and grabbed a hold of me through my pants. I squawked in surprise as the tiny hand clamped down.
"That's kind of the point, hun."
"What?!" I asked, confused.
"They're not really alive or aware, in the way you're imagining," Sarisa said, "They're like chatbots on the internet. They can engage in a handful of behaviors that they're pre-programmed with, but that's it. In this case, she's programmed to, well, get some."
"That's kinda what I figured, but..." I sighed in exasperation. "Fine, whatever, can I at least get a little privacy?" Inanna gestured towards other door in the room, which led to the two guards' bunks, and was currently unoccupied. The field agent who'd 'graciously' (read: under fictional orders from his boss, courtesy of Sarisa's influence on a CIA email server) hosted us here raised a hand. "Uh, after he's done, would you mind if I, uh..."
Inanna gave him a level look and both Kathy and Sarisa expressed their disgust at the request as I worked in vain to get the avatar off my leg. She was insistent and stubborn as hell. Eventually, Inanna said "Just pick her up and throw her over your shoulder, Jerry, she'll get the hint."
So I grabbed her under her arms and lifted up. I heard Kathy make a disgusted sound as I did, and I fully understood why. The avatar felt like a kid. She stopped fighting me almost immediately and clapped her hands in delight. I tossed her over my shoulder, feeling like a pedophile and we went into the other room.
Look, I'm not going to describe what happened because this was sketchy as hell and made me seriously uncomfortable. I mean, even by the standards of embarrassment and discomfort I'd gotten used to in the past few years. I was actually a little grateful for the ridiculous outfit and the even more ridiculously exaggerated proportions Inanna had given her, because anything else would have been too childlike for me to even consider it. Gross.
It wasn't anything worth describing, in any case. As soon as we started, she vanished in a burst of light and I felt that same odd sense of familiarity descend over me. I quickly got buttoned (and taped, sigh) back up and returned. The agent was sulking in the corner, his face a bright red. I ignored him.
"Inanna, I love you, but I swear upon all that's sacred, if you ever do that again and feel the need to make the avatar child sized, I will begin seriously questioning the morality of your libido." My face was a stone mask, and she balked for a second before her brow furrowed.
"I thought being smaller would be hot. Like, you know, making it tighter?"
"No. I feel disgusting, now. I prefer the life-size you, who reminds me in exactly zero ways of a little kid."
Kathy must have shared my feelings on the matter, because she was glaring daggers at Inanna. Sarisa looked shocked and Gary looked away, patiently examining the wall.
"Honestly, Jerry, the thought of the avatar looking like a child never really occurred to me. I... I'm sorry, babe. I promise, I'll never do that again." She moved to my side and laid her head on my shoulder, putting her arms around me. "I'm really sorry, I really never even considered that..."
I patted her back gently and kissed her on the top of her head, "I forgive you, but we gotta move," I said. "Are you coming along?"
She looked up, and I could actually see that her eyes were getting misty. Wow. I didn't think my recrimination would have this much effect on her; she was usually incorrigible. She nodded, "Yes, but you're the shooter and Gary's spotting. I'm just observing."
I nodded. I expected as much, because Gary had been making a point of having me do more shooting ever since Ethiopia. It was training, as much as it was getting me to actually pull some weight when shit hit the fan.
We headed up the stairs, me taking up the rear. Directly in front of me, Inanna swapped her ACU top for a plate carrier of her own (as opposed to simply adding a plate carrier on top) and swapped her tight jeans for assless chaps. Now there was the Inanna I knew. It might be a familiar butt, and one I've explored every nook and cranny of (or, nook and fanny as the case may be, heh heh, okay, fine, I'll stop now, yeesh. I was just cracking a joke. Get it? Cracking? Damn, tough crowd...), and I may have been a bit peeved at her at the moment, but I couldn't help but get lost in staring, until she abruptly stopped near the top step and I went face-first into it.
Oh crap, my tape came free.
I adjusted everything with a deep sigh while Inanna gave me a little smile that was equal parts apology and mischief over her shoulder. I was not amused. I wondered if forgiveness could be rescinded.
We made it the rest of the way without incident. I got set up on the roof facing the ridge line, Gary beside me. Inanna crouched down next to me, and I somehow knew that she would be invisible to anyone but us. Gary ranged the hill and whistled, "Nine hunnerd forty three yards. Damn, Jerry, those are some good eyes you've got, if you could make out that much from here." I shrugged slightly.
"My eyes have been getting better ever since I met these two," I gestured at Inanna. "That's mostly Sarisa, not me," she added, "Humans she's interacted with while manifesting have gotten better eyesight several times in the past. Something about perception and learning, I don't remember how she explained it. But humans I've interacted with get really good at registering threats, too. So it probably wasn't just her."
Regardless of who was responsible, I understood Gary's surprise. Right now, without a figure to focus on, the ridge line was so far off that I couldn't even explain how I'd spotted the figure, let alone recognized his outfit. But I was quite sure of what I'd seen, so I tried to just accept it.
We stayed on that roof for hours, spelling each other. Gary would spend thirty minutes scanning the ridge line with his variable-zoom spotter scope while Inanna took me inside to simultaneously express her remorse for her inadvertent blunder, let me reassure her that all was forgiven, and give me a little exercise to keep the blood flowing. Then, I'd take my turn, peering through my fixed-magnification scope on my rifle or just squinting with my 'mark one eyeballs', as Gary called them, while Gary strode around on the roof, swinging his arms and doing pushups and other manly things.
Though it came as a surprise, it was also a bit of a relief when, as the sun was getting low, one of the burly, bearded guards came up just as Gary was about to let me take my turn. It was Drake; and he and Gary had recognized each other when we first got here.
"Hey man, you busy?" Drake asked as Gary stood to greet him. "Not for another half hour, why?"
Drake looked at Gary for a moment, then at the roof beneath his feet, and then back. Something unsaid and probably very manly and operator-ly passed between them. Too manly for me to understand. Gary raised his eyebrows, muttered, "Thought you'd never ask," and both turned to head back down, leaving me in my confusion.
But then Inanna cleared things up. She sprung up and ran over to them. "Wait!"
They turned, and she whispered briefly in Drake's ear before giving him a kiss on the cheek. Gary then got the same treatment and she returned. I opened my mouth to ask for some clarity, and then it hit me. Why would Inanna kiss them on the cheek? It was a blessing, of course. Because they were about to do something in her portfolio. Not something war-like, if you catch my drift.
"Was that a moment?" Inanna grinned. "Like in that movie," I added, "With the guy from The Sopranos and Brad Pitt, when the hit man and Julia Roberts are in the diner?" She nodded, "Hell yeah, and it's about damn time, too. He's the only one of our little group who hasn't gotten any since all this shit started."
"Well, him and Ixy," I said, peering through the scope at the same suspiciously-shaped bush I'd checked out a thousand times already.
"Are you kidding me? Ixy has a harem in his little extra-planar den. At least half the time he's not visible, he's getting some."
"Huh," I said, "It never even occurred to me. So what are his harem, like, the souls of dead Australopithecus women?"
"Maybe the souls of dead female hentai fans would be into that," Inanna corrected, "But as far as I know, it's all ancient devas."
"Like angels?" I asked. This was new.
"Sort of, yeah. No 'wheels within wheels' though, most devas look like people, or sometimes animals or inanimate objects. I've got about two, three hundred of mine still moving about in the world."
"So are they like avatars?"
"No, not really. None of us really know where they come from. But they periodically appear or vanish. When they appear, they always attach themselves to one of the gods and take on aspects of them. Each one has a particular focus. For example, I've got a deva of motherly love currently living a quiet life in Belgium. She's got great-grandkids, and none of her family suspect she's anything but the world's greatest mother. I've got another deva of unarmed combat mastery, Han. He's a trip; very hip. Stays up-to-date on pop culture."
"Do you think any of your or Sarisa's devas could help us?"
"I can't command them, if that's what you're asking. The attach themselves to me, and will almost always respect my choices and fulfill requests if I ask them, but there's nothing forcing them to. And I've already asked a couple, but they're all busy with their own thing or uninterested." She shrugged and blew out a long breath. "It's always a little weird when they say 'no', but it happens. Especially when conflict with other gods is involved. I didn't really expect any to want to help us."
"Huh," I said again. "Do you think that any-" I stopped. I'd just caught a flash of movement on the hills. I glued my right eye to the scope and kept my left eye open to guide it to the right spot.
"Got him," I said as the tiny figure in the black leather jacket and white t-shirt came into focus. "Can you spot for me?"
"Hell yeah, I'm not interrupting Gary," she said as she laid down by his scope. She got it lined up on the figure. "Nine thirty nine yards, wind moving..." she licked a finger a held it up, "say, two and a half knots, directly on LOS."
I did the math in my head. The wind would reduce the bullet drop over this long a range. Using formulas I hadn't known that morning, I quickly calculated a solution and dialed it into my optics. They didn't quite go far enough, but there will mill dots running along the crosshairs. I settled the second dot down from where the hairs met over the man's torso as he moved. I watched for a moment, timing his speed, then rolled forward of him by five and a quarter mill dots. I noted some quirks in the ground and adjusted to five and a half, then lowered my aim just a bit.
I sucked in a deep breath and waited for him to cross a specific rock. As soon as he did, I let out half the breath, squeezed the trigger until the rifle bucked in my hands, and then let the rest out. I kept my right eye on my scope, and watched as the man crossed the point I'd fired at and then abruptly collapsed. I saw his body moving weakly for a few seconds, and then it went still.
"Nice!" Inanna said with a hearty smack on my butt. I winced. She tended to smack really hard.
"Think they'll send someone out to look for him?" I asked.
"Oh yeah, without a doubt. Get comfortable, we're gonna be here a while yet."
I sighed and settled in. After about an hour (I didn't begrudge Gary the extra time), Gary returned, looking cheerful and chipper and a bit more relaxed than usual.
"Inanna, whatever was in that kiss was better'n a fifty-fifty mix of molly and viagra," he announced as he took her spot. "I truly do appreciate it, darlin'."
Inanna smiled and gave him another kiss. "Have another for next time. I'll make sure Drake is ready the next time you're off."
Gary grinned at her, and then turned to me. "Well, I thought I heard a shot a while ago. Did you get one?"
"Yeah, we're waiting for the search party, now." Gary grinned wider, "You see, this kinda cold-blooded shit is why infantry grunts like me just fuckin' hate snipers."
He settled down and got his eye on the scope, then added, "'Cept when they're on our side, of course."
"Of course," I agreed. After the sun set, we added night-vision modules to our optics. It occurred to me that, considering the type of people Astoram tended to attract, the dead guy's companions might not be in much of a hurry to check on his well-being. In fact, they likely wouldn't even care where he was until they began to get worried that his absence might bode poorly for them.
It was going to be a long night.

TERRAN AID SHIPS DESTROYED
After much speculation, Terran officials have announced that the lost shipping vessels, the Magnolia, Marigold, and Mallow belonging to Kernon Shipping, were destroyed while in transit. The large cargo vessels were lost with all hands, their large cargo of foodstuffs along with it.
This comes as a heavy blow to the Trenixous province of the former Jaaktarian Empire, as the ongoing famine is expected to worsen. Several riots broke out on Terran-occupied worlds upon hearing the news, with many accusing Terran Executive Command of attempting to reduce the Tersean population to “acceptable levels” for future colonization.
EXECOM has repeatedly denied these allegations, stating that the loss of these vessels constitute an act of terrorism. The routes of the convoy and their cargo was announced well beforehand, they say, as an act of goodwill and to discourage any pirates or Jaaktarian Navy remnants from attacking them.
Although the Galactic Conglomerate officially condemns their destruction, many of its member species continue to oppose the Terran occupation of the neighboring Trenixous, Grentali, and Hrengull provinces, refusing to remove the numerous economic sanctions placed upon the growing species.
Analysts say that by occupying these regions the Terrans are overextending their reach and are placing undue strain upon their economy. Despite the Terran claims that such occupations are merely a peacekeeping and sapient rights intervention, there are many who believe that the Terrans are attempting to exploit the ongoing Jaaktarian civil war, a conflict that is expected to worsen as peace talks continue to fall through.
However, there are many who believe that the attacks on the three ships was secretly orchestrated by the Kersean Empire. Relations between the Terrans and the Kerseans have been at an all time low following the incident at Tasagrate-IV, with increasingly aggressive rhetoric being stated by both sides. The recently announced Kersean annexation of the Tretorian, Erenthinji, Grinhalli, and Veruntaner former Jaaktarian provinces have only worsened this. Many have pointed out the hypocrisy of the Kersean position, decrying the Terran intervention while they themselves are directly claiming territory.

One of the more famous skirmishes leading up to the start of the Third Orion War was the Terran defense of Tasagrate-IV. The system was largely uninhabited and lay in relatively uncharted space overlapped by Terran and Kersean claims. Tasagrate-IV had been settled by the Terrans five standard cycles prior to the conflict, and a small but robust export-based economy had developed utilizing the planet’s abundance of natural resources.
It is unknown what made the Kersean Empire decide to attack the small colony. Kersean-aligned speakers may claim that they were simply defending rightfully claimed territory from an encroaching aggressor. Pro-Terra sources would likewise claim that Kersea chose to seize the colony and its resources by force in a bid to curb Terra’s growing power. The official position by the Terran government was that it was a probing attack, meant to test Terran defenses and response as a precursor to a much larger invasion.
What can be certain is that the truth will likely never be known. The opening phase of the Third Orion War left the vast majority of the Kersean Empire’s critical infrastructure in ruin. Centers of Command and Communication were among the highest priority of targets during Operation Apocalypto, second only to Kersea’s Relativistic Weapons. Any information held by the personnel and ships that participated in the invasion would have likewise been lost when the second wave of Terran RKV’s, aimed at conventional military targets, obliterated the Kersean fleets. The ensuing chaos and breakdown of civil function means that learning more would be prohibitively difficult. As such, Terran sources and hearsay are all that can be used to document the battle.
Hrjin Argoni’s popular memoirs do shed light on the matter, however his position as a diplomatic envoy by nature means that he was not privy to such military matters. Many have construed Argoni’s orders to “gain the most advantageous settlement” in the territorial negotiations as evidence that the Kersean Empire was always planning on seizing the systems by force, however the Terran diplomats had the same instructions, essentially to the letter.
At the time of the conflict, the Terran population only numbered at about one hundred thousand, the overwhelming majority of which were clustered around the planet’s Capitol or the many mines that dotted the surface. The Terran military contingent was likewise small, consisting of a single Army division and one Wing of MSM-115C Surface-to-Orbit anti-ship missiles, better known as the Paladin.
The Army division was thinly spread across the planet, primarily equipped for anti-piracy, anti-smuggling, and peacekeeping operations. The Paladin Wing meanwhile consisted of four relatively independent Paladin Squadrons, with two located on each hemisphere. That way, the entirety of the planet’s orbital space could be covered and defended, allowing for two squadrons to be on deployment while the other two underwent maintenance or training.
At the Squadron level, the Paladins were commanded by one Mobile Operations Center (MOC), a large tracked vehicle converted from transportation use and equipped with numerous powerful orbital sensors and communication arrays. The MOC would be tasked with coordinating the movement and dispersal of the squadron’s various batteries while also monitoring the orbital space they were assigned to defend. Each squadron held four batteries of three Transport-Erector-Launchers (TELs) that carried and fired the Paladin missiles. The TELs themselves were even larger than the MOC, using Anti-gravity technology to transport the massive Paladin missile horizontally on their backs over the planet’s rough terrain, then having to erect the missile into launch position before being fired. Because of the size of the Paladin’s warheads and the distance they needed to travel to reach their targets, the Paladin was considerably larger than the Intercontinental Ballistic Missiles of Terran antiquity.
When the order to launch is given, the MOC sends the command to one or more of the squadron’s elements. The element would then stop its movement and each TEL would lower themselves to the ground, at which point several hydraulic legs would extend to anchor the TEL to the ground in a level position. After that, the missile in its tube would be raised to the vertical position while a firing solution is reached.
The Paladin used a cold-launch system, meaning that the missile must first be ejected from the tube before the missile’s solid-fueled chemical booster would ignite. To do this, a generator used chemical reactions to create an immense amount of steam that would eject the missile above the TEL. Following ejection, the missile’s booster would ignite and the missile would begin its flight to the target. Throughout its flight, various stages are discarded and ignited to save weight and increase the missile’s velocity. Once the missile was out of the atmosphere, the missile’s nose cone would be jettisoned and the three warheads released.
Each Paladin Missile carried three W97 Enhanced Radiation Warheads, the most prolific variant of the famed Terran “Neutron Bomb.” Each warhead is equipped with a thruster pack to guide it to its target while evading enemy interceptors. Upon reaching the target, the warhead would detonate either upon impact or proximity, killing the biological crew of the enemy vessel with the immense burst of neutron radiation and damaging electronic systems.
This is what the Kersean Royal Navy faced when the invasion fleet descended upon Tasagrate-IV.
The Empire did not expect significant resistance, and as such sent a light invasion force of 300,000 Royal Marines on 50 transport ships escorted by a fleet led by one Heavy Cruiser, three Light Cruisers, five Destroyers, and eight Corvettes. Upon arrival. The fleet would disperse into three elements. The first would hang back and protect the transports, consisting of the Heavy Cruiser, one Light Cruiser, one Destroyer, and two Corvettes. This would serve as a reserve force should any ships be lost, and would command the overall operation. The two other elements would consist of one Light Cruiser, Two Destroyers, and Three Corvettes. These would comb the surface of the planet, one for each hemisphere, with the objective of seeking and destroying any target of opportunity.
When the invasion commenced, the Paladin had been untested in combat and was relatively unknown even within Terran space. Had the full capability of the system been known by the Kersean Empire, it is likely a much more sizable fleet would have been sent to Tasagrate-IV. The Paladin Wing on the planet only had two squadrons that were combat-capable. One was undergoing routine maintenance, and the other was conducting training missions with inert warheads. The latter would not have time to mount their live warheads before the battle would commence, and as such immediately chose to disperse rather than engaging the enemy.
Once the two Kersean Strike elements were in range of the Paladin batteries, each squadron fired a salvo of eight missiles. These were detected by the Kersean forces, however they were unable to intercept due to their distance from the planet. As such, the eight missiles were able to reach altitude and release their three warheads, totaling 24 warheads per element, four warheads per ship, and 48 warheads in total.
The Kersean point-defense systems experienced significant difficulty adapting to the highly-maneuverable warheads that swarmed their fleets. In total, 75% of the incoming warheads were intercepted. However, that still left six warheads inbound for each element. Both were ravaged by the attack. Between the two of them, only two corvettes survived undamaged, with one frigate surviving with heavy damage and a light cruiser rendered combat ineffective.
This came as a severe shock to the Kersean invasion commander, as the highly dispersed Paladin squadrons were not located by their long-range sensors. As such, she wisely decided to abort the invasion and retreated back into Kersean space. Had she chosen to press the attack, it is likely the invasion would have succeeded, despite significant losses. The two combat-capable Paladin squadrons were down to 1/3 of their firepower, while the other two could be hunted down and destroyed by the invading ground forces.
Upon seeing the success of the Paladin, Terran production and deployment of the system was significantly increased. Kersean intelligence services meanwhile, scrambled to figure out the new weapon.
This incident substantially increased tensions between the two powers, and is regarded as one of the main factors leading to the Third Orion War. Both powers used it for substantial propaganda value. On the Terran side, the technological prowess of the system and the imperialist aggression of the Kersean was strongly emphasized. The Kerseans meanwhile decried the settlement of the system as an invasion and encroachment by the Terrans onto their territory and a flagrant disregard for the legitimate claims, portraying the Terran defense as an unprovoked attack against an armed envoy that was intending to negotiate a settlement.
In either situation, the end result was an increase in military readiness and mobilization as the two powers geared themselves up for war…

Images of the Emperor’s Fleet being torn apart in an instant flashed before my eyes. Garden worlds being left smoldering wastelands while small moons were simply broken.
The man took the sphere from me and placed them down on the table. Collecting them one by one into a small bag, he reminded me of a predator picking through the carcass of its prey.
“You know…” he began. “We already have plenty of them in service.”
I could have sworn my hearts stopped beating at that instant.
“I can’t tell you how many we have or how fast we make them, but do know we have enough.”
This was bad. The Intelligence Service told me that the Terrans were only in the prototype stage. I scanned his features for signs of a bluff, a slight tick here or a bead of sweat there, but couldn’t find any.
But then I realized, The Terrans weren’t beholden to the arms treaties. They were an upstart race who entered the galactic scene well after the Great Hydrogen Wars, well after hundreds of relativistic weapons had been used in the most horrific manner. Left unchecked, Terra’s resource-rich systems and industrious people meant that the race had the potential to rival and possibly surpass Kersea.
This changed everything. Now it was clear that Terra wasn’t a future threat, but a present one.
If the Terrans were developing RKVs built specifically for anti-ship purposes, then they must already have significant amounts of them. The other races of the galaxy reserved their few RKVs as planet-busting weapons of last resort. There was no need to differentiate them as being anti-ship, because there was only one use for them.
I flashed through my briefings of the Terran military. Budget black holes woven between endless bureaucracy, ship classes designated far different than why their tonnage suggested, uninhabited worlds or systems blocked off, significant agricultural reserves, mobile command posts. The Terrans weren’t just preparing to fight a relativistic war, they were preparing to win one.

An additional $630 million in state funding has been set aside by the California State Legislature for residential low-income solar plus battery storage adopters. The decision bolsters federal incentives provided by the Inflation Reduction Act for solar and battery storage.
It’s important to note that NEM 3.0 is not retroactive. Rooftop solar systems installed under NEM 2.0 will remain under that policy for a 20-year grandfathering period. This means existing rooftop solar owners who add a battery after the April 13 deadline will not be subject to NEM 3.0.

On December 15, 2022, the California Public Utilities Commission (CPUC) issued a decision to update the NEM tariff to promote consumer adoption of solar and battery storage. The program will go into effect on April 13, 2023. According to the CPUC, the move was designed to financially incentivize Californians to install both battery and solar systems.
The CPUC stated that the current NEM 2.0 program was not aligned with California’s grid reliability and climate goals, noting that the increased use of electricity between 4 and 9 p.m. causes dependence on fossil fuel gas plants to meet the demand. With the battery storage incentive, the CPUC hopes to see an increased adoption of residential energy storage that will better support the needs of the grid, with customers saving self-generated solar energy for use in the evening hours.
An additional $630 million in state funding has been set aside by the California State Legislature for residential low-income solar plus battery storage adopters. The decision bolsters federal incentives provided by the Inflation Reduction Act for solar and battery storage.
It’s important to note that NEM 3.0 is not retroactive. Rooftop solar systems installed under NEM 2.0 will remain under that policy for a 20-year grandfathering period. This means existing rooftop solar owners who add a battery after the April 13 deadline will not be subject to NEM 3.0.

On December 15, 2022, the California Public Utilities Commission (CPUC) issued a decision to update the NEM tariff to promote consumer adoption of solar and battery storage. The program will go into effect on April 13, 2023. According to the CPUC, the move was designed to financially incentivize Californians to install both battery and solar systems.
The CPUC stated that the current NEM 2.0 program was not aligned with California’s grid reliability and climate goals, noting that the increased use of electricity between 4 and 9 p.m. causes dependence on fossil fuel gas plants to meet the demand. With the battery storage incentive, the CPUC hopes to see an increased adoption of residential energy storage that will better support the needs of the grid, with customers saving self-generated solar energy for use in the evening hours.

It’s important to note that NEM 3.0 is not retroactive. Rooftop solar systems installed under NEM 2.0 will remain under that policy for a 20-year grandfathering period. This means existing rooftop solar owners who add a battery after the April 13 deadline will not be subject to NEM 3.0.

On December 15, 2022, the California Public Utilities Commission (CPUC) issued a decision to update the NEM tariff to promote consumer adoption of solar and battery storage. The program will go into effect on April 13, 2023. According to the CPUC, the move was designed to financially incentivize Californians to install both battery and solar systems.
The CPUC stated that the current NEM 2.0 program was not aligned with California’s grid reliability and climate goals, noting that the increased use of electricity between 4 and 9 p.m. causes dependence on fossil fuel gas plants to meet the demand. With the battery storage incentive, the CPUC hopes to see an increased adoption of residential energy storage that will better support the needs of the grid, with customers saving self-generated solar energy for use in the evening hours.
An additional $630 million in state funding has been set aside by the California State Legislature for residential low-income solar plus battery storage adopters. The decision bolsters federal incentives provided by the Inflation Reduction Act for solar and battery storage.
It’s important to note that NEM 3.0 is not retroactive. Rooftop solar systems installed under NEM 2.0 will remain under that policy for a 20-year grandfathering period. This means existing rooftop solar owners who add a battery after the April 13 deadline will not be subject to NEM 3.0.

On December 15, 2022, the California Public Utilities Commission (CPUC) issued a decision to update the NEM tariff to promote consumer adoption of solar and battery storage. The program will go into effect on April 13, 2023. According to the CPUC, the move was designed to financially incentivize Californians to install both battery and solar systems.
The CPUC stated that the current NEM 2.0 program was not aligned with California’s grid reliability and climate goals, noting that the increased use of electricity between 4 and 9 p.m. causes dependence on fossil fuel gas plants to meet the demand. With the battery storage incentive, the CPUC hopes to see an increased adoption of residential energy storage that will better support the needs of the grid, with customers saving self-generated solar energy for use in the evening hours.
An additional $630 million in state funding has been set aside by the California State Legislature for residential low-income solar plus battery storage adopters. The decision bolsters federal incentives provided by the Inflation Reduction Act for solar and battery storage.
It’s important to note that NEM 3.0 is not retroactive. Rooftop solar systems installed under NEM 2.0 will remain under that policy for a 20-year grandfathering period. This means existing rooftop solar owners who add a battery after the April 13 deadline will not be subject to NEM 3.0.
